Mystery Starter Wire

During the installation of the C6 I discovered a positive cable attached to the starter, on the jumper from the battery.

It was hanging down near the vacuum diaphragm, there was nothing anywhere close that it appeared to mount to.
Here it is laid out after removal.

I'm thinking it must have gone to a terminal strip or some type of power distribution block.
The truck is a '91 E350 long chassis U Haul 20' box truck.
There's nothing in the interior of the cargo area, and nothing behind the cabin bench seat.
Didn't see any other hanging wires, or potential mounting from something that could have fallen off or been removed.
Wondering of anyone else has ever had a similar encounter?

What’s a “jumper” to the battery…in your opinion?

To me, it looks like the wire that’s supposed to be between the starter and the relay.

It may have been a tap for power to a light or something in the box area

That's what I thought, but now there's no reaction when I turn the key.
I think it's something to do with the switch on the c6 though, and not the jumper.
Gave up for the day.
